John Lower
John concentrates his practice in administrative law, eminent domain, guardianship, healthcare, litigation, licensing, and zoning. He has served as Special Assistant State’s Attorney for Cook and Will counties. In addition, for the past 20 years, he has and continues to represent the State of Illinois as an Illinois Special Assistant Attorney General assigned to highway improvements by the Department of Transportation.
Among his accomplishments, John has:
- Successfully represented neighborhood associations in challenging government zoning and licensing decisions in a marijuana dispensary and packaged goods store.
- Obtained a $3.75M survival and wrongful death settlement for a family against a special needs care facility for fatal injuries sustained by a minor receiving services.
- Obtained a $9M Settlement for an individual wrongly convicted and incarcerated for a felony crime on a coerced false confession, ultimately exonerated by DNA evidence.
- Successfully represented the State of Illinois against actions brought by the Health Care Financing Administration of the United States Department of Health and Human Services to decertify state care facilities from participation in the Medicaid/Medicare reimbursement program and was credited with preventing the loss of $20M a year by Illinois in participation monies.

He received his Juris Doctor law degree in 1981 and is a past President of the Northern Illinois University College of Law Alumni Council. Serving nine years as Regional Counsel to the Illinois Department of Mental Health and Developmental Disabilities and, thereafter, nine years as General Counsel of the Illinois Guardianship and Advocacy Commission, and its Director of Legal Advocacy Services. He has been a featured speaker at various healthcare trainings, including the Community Behavioral Health Care Association, Chicago Hospital Risk Pooling Program, Metropolitan Chicago Healthcare Council, and Illinois Council of Long-Term Care. John was featured in the Illinois Super Lawyers magazine from 2006 to 2011. He is a former member of the Illinois and Chicago Bar Associations, Illinois Association of Healthcare Attorneys, Illinois Trial Lawyers Association, Union League Club of Chicago, and more.
